With the enactment of the Gambling Regulation Act 2024, Ireland has begun forming a new licensing system for gambling operators.
The state regulator, GRAI, has been granted authority to issue licenses for all forms of gambling in the country, except for the National Lottery.

Online gaming licenses will follow in 2026, with the remaining phases extending into 2027.
Available License TypesGRAI offers three main types of licenses:
B2C (Business-to-Consumer):
- Remote and land-based betting (sports betting)
- Betting intermediary licenses (for exchanges)
- Online gaming and lotteries
B2B (Business-to-Business):
Development and supply of gaming machines, software, equipment, and other solutions for operators
Charitable Organizations:
Licenses for lotteries and betting as part of fundraising events. However, in 2025, this process is unlikely to be fully launched. Instead, non-profit organizations will continue operating under the existing permit system
Each applicant will go through a three-stage verification process:
- Corporate audit (assessment of company structure)
- Financial audit (evaluation of financial stability)
- Technical audit (compliance with security and operational standards)
According to Caulfield, the regulator will pay special attention to thoroughly screening all applicants.
