Mozambique Approves Dedicated Regulatory Framework for Online Gambling

Mozambique’s Council of Ministers has approved a dedicated legal framework for online gambling, establishing a separate concession regime for games of chance offered through electronic platforms and digital systems. The measure formally distinguishes online casino operations from the traditional concession system governing Mozambique’s land-based casinos.

The regulatory initiative comes in response to falling gaming tax revenues from brick-and-mortar casinos. According to Ministry of Finance budget execution data reported by Portuguese news agency Lusa, casino tax collection dropped to MZN 359.5 million ($5.6 million) in 2025, reaching only 54% of the government’s budgeted target. Officials attributed this underperformance to a significant shift of players toward online gambling platforms. Economy Minister Basílio Muhate emphasized that the General Inspectorate of Games (IGJ) will reinforce oversight and intensify the fight against illegal gambling operations.

For iGaming operators, the new framework provides the legal foundation for a dedicated digital market, although specific commercial terms, license fees, tax rates, and technical standards have yet to be published.
