On Friday, Brazil’s Secretariat of Prizes and Bets (SPA), operating under the Ministry of Finance, adopted seven precautionary measures against online gambling operators and ordered the immediate suspension of 14 licensed betting websites.
The regulatory enforcement follows formal administrative sanctioning proceedings initially opened in August 2025. According to the SPA, precautionary measures serve as vital oversight mechanisms under Articles 44 to 46 of Law 14.790/2023 and Articles 31 to 33 of SPA/MF Ordinance No. 1233/2024. These statutory provisions grant the regulator authority to suspend operations or deactivate systems when there is evidence of non-compliance and risk of regulatory harm.
Five of the seven measures stem directly from operators failing to transmit mandatory transaction data into the national betting management system (Sigap). Sigap allows the Ministry of Finance to track betting volumes, gross gaming revenue (GGR), and regulatory compliance in real time. The remaining actions address critical failures in implementing robust user monitoring and responsible gaming safeguards. Operators affected include Pixbet Soluções Tecnológicas (brands pixbet.bet.br, ganhei.bet.br, betdasorte.bet.br), Zeroumbet Digital Platform, Enseada Serviços e Tecnologia, Select Operations, Nexus International, and RR Participações e Intermediações de Negócios.
