Malta Gaming Authority Unveils AI Gaming Charter for Licensed Operators

The Malta Gaming Authority (MGA), in partnership with the Malta Digital Innovation Authority (MDIA), has officially launched the comprehensive AI Gaming Charter on 22 September 2026. Developed following extensive collaboration with gaming stakeholders, the voluntary framework serves as a practical operational roadmap for licensed gambling operators to adopt artificial intelligence safely, ethically, and responsibly across digital operations.

A core foundation of the regulatory guidance is the explicit requirement for human oversight across critical decision-making processes. The MGA emphasizes that while automated algorithms offer powerful analytical capabilities, artificial intelligence must strictly support rather than replace human judgment in sensitive areas such as gambling harm interventions, player account suspensions, and anti-money laundering compliance. The charter aligns with broader European standards, including the EU Artificial Intelligence Act (EU AI Act) and GDPR, requiring operators to ensure transparency so players clearly recognize when they interact with AI systems.

Furthermore, the guidance addresses data governance, algorithmic bias, and environmental sustainability, encouraging gaming businesses to conduct due diligence on model energy efficiency and data lineage. For iGaming operators and platform suppliers, the charter establishes practical benchmarks for scaling machine learning in customer care, fraud prevention, and responsible gaming workflows without compromising consumer safety.
