Georgia Unlocks Full Launch of International iGaming Licence Regime

Georgian authorities have completed the regulatory and operational groundwork to officially launch a full-scale International iGaming Licence regime. The announcement was made on 29 September 2026 by Random Systems Georgia (RSG), the state-appointed gambling regulator and technology advisor to the government. International promotion and operator licensing under the newly established framework are handled exclusively by Georgia International Strategic Group (GISG).

The international regime originated in July 2026 after the Georgian parliament approved legislation allowing the international provision of online casino games, slots and sports betting. The domestic Georgian market remains strictly partitioned, and local citizens are barred from playing on platforms operating under this international licence. According to Vakhtang Katamadze, Supervisory Board Member at Random Systems Georgia, the initiative goes beyond basic licensing to offer an integrated country-level ecosystem. The framework grants a five-year permit bundled with direct access to Georgian corporate banking and MCC 7995 merchant acquiring for gambling transactions.

Fiscal and operational conditions feature a 5% tax on gross gaming revenue (GGR) alongside a 0% tax rate on reinvested profits. The regime also establishes a 1% regulatory monitoring fee and an annual permit fee. Applications support an entirely remote onboarding process with no requirement for a mandatory local office or physical presence. Tbilisi is already the operational and product development hub for industry giants including Spribe, SmartSoft, Evolution Gaming, Flutter, Entain and Betsson, and Georgia is now aiming to capture the financial and licensing infrastructure serving global markets.

For international operators and platform providers, Georgia’s new licensing structure presents a competitive alternative to traditional European and offshore hubs. Coupled with institutional banking access and transparent rules for the CIS and Central Asian markets, the framework provides regulatory clarity while mitigating persistent payment processing challenges.
