Brazil President Lula Pledges Outright Online Betting Ban and Repeal of Bets Law

Brazilian President Luiz Inacio Lula da Silva has pledged to impose an outright ban on online sports betting and gaming, moving to fully dismantle the country’s Bets Law. The decision was confirmed during a meeting with economic ministers in Sao Paulo on Friday, 25 September 2026. The aggressive policy reversal represents a headline election pledge for the governing Workers’ Party just nine days ahead of the national presidential election scheduled for 4 October 2026.

The administration defended the ban by citing severe socio-economic distress, pointing out that the statutory betting framework launched on 1 January 2025 has driven an estimated 1.8 million citizens into excessive debt, disproportionately hurting vulnerable households reliant on social welfare. The announcement follows urgent pleas from top football clubs, including Corinthians, Palmeiras, Flamengo, and Sao Paulo, which warned that the sudden loss of commercial betting sponsorships would inflict catastrophic damage on club finances. Lula dismissed these appeals, stating that domestic football must operate without gambling capital. Three separate bills targeting the Bets Law have already been submitted to Congress, spearheaded by PL 2,972/2026, which formally repeals the 2024 legislation.

For licensed operators, platform providers, and iGaming vendors, this abrupt political shift creates critical regulatory jeopardy across nearly 200 authorised online domains currently operating in the market. The shutdown also endangers vital public funds: according to the Federal Revenue Service, regulated betting companies delivered 8.7 billion Brazilian reals (approximately 1.2 billion British pounds) in tax revenues between January and July 2026. Industry experts stress that prohibiting regulated operations will not extinguish local gaming demand, but will rapidly push liquidity and player volumes back into offshore grey and black markets.
