Brazil Gambling Stakeholders Excluded from President Lula’s Strategy Talks

In early September 2026, Brazilian President Luiz Inácio Lula da Silva hosted a high-level strategic meeting at the Planalto Palace to examine how the regulated gambling regime has impacted household budgets since its enactment. However, representatives of the regulated gambling industry were notably absent from the discussions. While delegates from civil society, religious groups, healthcare organisations, business associations, and consumer protection bodies attended, neither the National Association of Games and Lotteries (ANJL) nor the Brazilian Institute of Responsible Gambling (IBJR) received invitations. Furthermore, the Ministry of Finance’s Secretariat of Prizes and Bets (SPA), the statutory regulator overseeing the sector, was also excluded from the session.

During the meeting, President Lula declared that the administration must prepare to take a “drastic decision” regarding the industry, publicly asserting that rising debt levels across the country are directly linked to gambling, particularly online casino platforms. However, this view has been contested by Brazil’s Central Bank. Gabriel Galípolo, President of the Central Bank, recently noted that increasing household debt is driven primarily by excessive credit card reliance rather than regulated wagering. With national elections approaching, political observers suggest the government may attempt to split the current gambling framework into separate regimes for sports betting and online casinos to exert greater oversight.

The exclusion of licensed operators and the SPA from policy talks introduces fresh regulatory friction for operators and technology providers.
