GCGRA & Abu Dhabi FSRA: Strengthening iGaming Cooperation
The federal General Commercial Gaming Regulatory Authority (GCGRA) of the United Arab Emirates and Abu Dhabi Global Market’s Financial Services Regulatory Authority (FSRA) have formalized a memorandum of understanding (MoU). This agreement, announced jointly by both authorities, aims to enhance regulatory cooperation within the UAE’s expanding commercial gaming industry.
The MoU establishes a formal framework for information sharing, coordinated supervision, and mutual assistance in investigations and policy discussions. This initiative is designed to provide greater regulatory certainty for market participants operating within Abu Dhabi Global Market (ADGM) and across the broader UAE commercial gaming ecosystem.
Ciarán Carruthers, CEO of the GCGRA, emphasized the significance of this cooperation, stating that the credibility of commercial gaming, as one of the newest regulated sectors in the UAE, will be built through such collaborations. He highlighted that the MoU provides a clear channel for information sharing and coordinated supervision where their respective mandates intersect, which is crucial as the sector grows and becomes more complex.
The GCGRA was established in 2023 to regulate commercial gaming nationwide following the UAE’s legalization and licensing of certain gambling and gaming activities. The regulator has already granted licenses to companies like Endorphina and Yolo Group in the past year. Emmanuel Givanakis, CEO of the FSRA, noted that this pact is part of efforts to maintain market integrity amidst sector interconnection, ensuring regulatory frameworks evolve alongside innovation. The MoU also paves the way for more robust regulation in a burgeoning market, with Wynn Resorts set to open its Wynn Al Marjan Resort in September 2027, following its land-based license confirmation in 2024.
